Chart 4. Recent on-time performance: initial applications compared with reconsiderations

CPP Disability delays do not affect only one government file. They can affect a person’s larger financial and benefit picture too. That is why timing matters so much.

The chart compares recent on-time performance for initial applications and reconsiderations. Initial application timeliness improved from 49.3% in 2024–25 to 75.8% in 2025–26, then to 89.1% in April and May of 2026–27. Reconsiderations moved in the opposite direction. They fell from 42.7% to 21.7%, then to 15.4%.

What does the chart mean? It means people should not assume that all parts of CPP Disability are moving at the same speed. A person may hear that application timelines improved and think a reconsideration will also move quickly. The chart shows that this may not be true.

This difference matters in real life. Many people are also dealing with long-term disability benefits, workplace benefits, income planning, and communications with insurers. When CPP Disability decisions are delayed, that can create uncertainty about money, offsets, repayments, and next steps. It can also make it harder for people to plan their care and household budgets.

The public deserves plain language information about this. Faster first applications are positive, but they do not cancel out serious delays after a denial. For many people, the reconsideration stage is exactly where help is most needed. Delays can also make people feel stuck, overwhelmed, and unsure who to call.
